	BIP Applicants Only: The Rural Utilities Service (RUS) will only accept Broadband Initiatives Program (BIP) Infrastructure Applications electronically during this second and final round of funding. Please click the Apply tab to the left for more details on how to submit a BIP Infrastructure application between February 16 and March 29, 2010. Those interested in applying for BIP's Technical Assistance and Rural Library programs will have the opportunity to do so after RUS announces a separate request for proposal in the Federal Register. Please check the BroadbandUSA site regularly for updates on these programs. Once RUS has announced that it will be accepting Technical Assistance and Rural Library applications, RUS will make application materials available on this page, as applications for those programs will only be accepted in paper format.

	BTOP Applicants Only: Pursuant to section X.N. of the Broadband Technology Opportunities Program's (BTOP) Notice of Funds Availability (NOFA) published January 22, 2010, applicants may seek a waiver of the electronic filing requirement set forth in section VI.E. of the NOFA and request that the National Telecommunications and Information Administration (NTIA) accept its application in another format (e.g., paper). For further guidance and instructions concerning this waiver, please see the "Waivers" section of the Grant Guidance for each project category.
